然後找到了還有一個類似的問法：

Some people think people should pay for education and medical care themselves. However, others think it is part of governments responsibilities. Discuss both views and give your own opinion.

題目類型：solution題型（很顯然這是個社會問題解決題目，不詳細分析了）

明確：

1.Whether education and healthcare should be paid by governments/people themselves?

2.How to fund education and healthcare is a major concern to many people today. How to take care of this issue in your opinion?

如果是政府負的責任更多，要考慮一下幾點：（不單單是這道題其他關於the government的也是如此）

·If supporting an idea, then focusing on the necessity and potential benefits of the policy

·If questioning an idea, then analyzing the feasibility (=whether the idea is practical) of the policy

正文：

首段：

It is easy to notice that the cost of education and healthcare is increasing rapidly in recent years. While some insist that they should be provided by governments for free, others think it is not the responsibility of the government. Generally, I believe that governments should cover some part of the bills at least.

Or：

How to finance/fund the increasing costs of healthcare and education has become a major concern to many. While some insist that they should be provided by governments for free, others think otherwise, holding that it is not the responsibility of the government. Generally, I believe that governments should cover some part of the bills at least.（solution 用how to...還挺萬能的）

主體段：

A sound health care system and quality education for its citizens are essential to the well-being of a country, so they should be at the top priorities of a government』s agenda, along with other issues such as sovereignty and national security etc.（類比論證） That is to say that the government has the responsibility to take care of its people in terms of their health and education.

（將國民幸福健康安全與國家主權，民族安全做同類比較，引出政府的責任）

It is also true that the budget of the government is not unlimited and並列主語從句 that there are simply too many issues that need to be dealt with and paid for. It is imaginable that taxes would definitely be raised if all the costs of public healthcare and education were paid by the government. This is especially true in some developing countries with huge populations.具象化思維 Obviously, too much taxation imposed on individuals is not justified.

（上面談到了一旦涉及the government的決策，就要考慮資金的問題，資金的來源大多來源於稅收，過重的稅收是不合理的。）

Therefore, I think a good way to address this issue is that part of the healthcare costs and education fees are covered by the government, especially for those economically disadvantaged people and families（經濟上有困難的家庭）. At the same time, quality private healthcare and education systems should be encouraged and monitored by some authorities to make sure that most kinds of medical and educational demands are met while governments finite budgets will not be exhausted.

（政府不能全部買單，但付一半或者一部分總是可以的，特別是對於那些家庭困難的來說就更有必要了。另外，為了滿足更多的醫療需求政府還要鼓勵私人醫療以及教育，讓系統更加的完善。如此一來，政府的預算就不會耗盡。）

結尾：

To conclude, the government has an indispensable role to play in developing a healthy and educated society, but the financial burden on its shoulders should not be neglected.

現在再來回歸開頭，整理一下思路

是的，而且國民的幸福生活和國土安全，主權等問題同樣的重要。

資金的來源大多來自於稅收。（但是過重的收稅會讓人們吃不消）——引出，解決方案。政府一方面，給予一部分的支持，另一方面促進建設更完備的體系。
