This is an interesting question. I will answer from my experience. Hope this helps!

I grew up in China and have received English education since I was 6 years old. Not only was I taught English in school for 12 years but also I was taking English classes even on weekensince I was 8 years old. (part of the reason why companies like New Oriental grew so fast in recent years), I consider myself as a very good English speaker.

The problem with English education in China is that almost everything taught in school is so exam-oriented. The textbook is very out-dated. Teachers are more focused on what will be tested in the exam instead of what will actually be used in real life. Speaking is definitely not included as part of the curriculum. The speaking test is optional in Gaokao at least in my province, which is pretty much a joke (You literally read a random English passage while being judged by someone who probably speaks worse English than you).

I have had native English teachers in primary school and high school but they only give 1 lesson per week and the content turned out to be mostly playing with the students, watching movies and in some cases teach cursing words (LOL, this is considered a way to interact with the student, sadly).

中國英語教育的問題在於，學校教的都是為了考試。課程早就過時了。教師更關心的是考試會考什麼內容，而不是真實生活中的英語。

口語並未納入課程中，高考也不考口語，至少在我所在的省是如此。

小學和中學時，有英語外教，不過每周只有一課。

上課內容基本上就是與學生互動，觀看電影。有時候就是教你罵髒話。

It is a foreign language.Chinese language is still quite impervious to external influences, unlike say in India, where many English words are part of our everyday conversations. Many of us would speak Hinglish, for example, rather than pure Hindi. This is true of many countries which have been colonised or have had a strong cultural interaction with another culture. In China you have words for everyday translated into Chinese, including one』s name!

Since everything is in Chinese, people just don』t have as many opportunities to speak it. Language needs an environment to practice in, simple. Many Chinese can read and write basic or intermediate English though. IN fact, in offices of foreign companies, one nowadays meets many youngsters with decent English speaking skills.

跟印度不一樣，我們印度人每天的交流經常用到英語單詞。

我們中許多人會說印地英語，而不是純粹的印地語。

這些是那些曾經被殖民過的國家，或者與其他文化有著強大文化交流的國家的真實寫照。

由於一切都是用中文書寫的，人們說英語的機會就不多了。

語言需要環境來培養的。

許多中國人會閱讀，會書寫簡單的英語。

事實上，在外企的辦公室，如今可以看到許多操著流利英語的年輕人。

Learning a language is HARD. As in H-A-R-D. Many Americans who were born and raised in America, are poor at speaking english. Did you hear me? Now you know why so many Chinese people are poor in speaking English. That right there is your answer.

Until and unless all of Americans or native english speakers speak the language well enough to be understood by the entire world, Chinese people who are poor in speaking english are fine. English is just a language. It is not knowledge.

English, like any language, is dynamic and keeps on evolving. The science behind that is called etymology. No one, I repeat NO ONE speaks perfect english. We can only approximate it and use what we learned of it to our greatest advantage.

So why are there many chinese people who are poor in speaking the english language? The same manner that native speakers are poor in speaking it despite being born into it.

所以，為什麼那麼多中國人說不好英語？

道理類似，說母語人士也說不好一樣，儘管他們一出生就學英語。
