職業俱樂部准入規定

Admittance regulations of professional clubs

為切實提高職業足球俱樂部自身的管理能力和運營水平，實現俱樂部法人治理結構，建立俱樂部文化基礎，促進職業聯賽長期穩定健康發展，使中國的職業足球聯賽成為世界優秀的聯賽，根據中華人民 共和國相關法律法規、《亞足聯俱樂部准入規程》以及《中國足球協會章程》等相關文件，制定本規程。

This regulation is formulated by relevant documents such as the admittance regulations of the Asian Football Association and the regulations of the China Football Association, in order to effectively improve the management ability and operation level of professional football clubs, to realize the corporate governance structure of the club, to establish the cultural foundation of the club, to promote the long-term and healthy development of the professional league, to make the Professional Football League of China one of the best leagues in the world, and according to the relevant laws and regulations of Peoples Republic of China.

准入申請者在達到參加相應級別聯賽的體育成績的同時，只有獲得相應級別職業聯賽的准入資格，方能參加中超、中甲或中乙職業聯賽。

The club can participate in the Chinese Super League, China League One or China League Two only when they meet the sports performance standard and the admittance standards of the corresponding league at the same time.

Article 12 Sports standards

1 目的

1.1 不斷發現和培養高水平的足球運動員，也為足球領域培養更多的優秀人才。

1.2 建立清晰的俱樂部發展模式和青少年球員到職業球員的培養路徑。

1.3 設計和執行俱樂部自己的青少年發展計劃。

1.4 為青少年精英球員提供先進的訓練培訓，同時也要提供完備的足球相關領域的教育和文化學習。

1.5 為所有球員提供完善的醫療服務。

1.Purposes

1.1 Constantly discover and train high level football players, and train more professionals for football industry.

1.2 Establish a clear club development mode and training path for young players to become professional players.

1.3 Design and implement the clubs own youth development plan.

1.4 Provide advanced training for young elite players, and provide a complete range of education and cultural learning in football related fields.

1.5 Provide perfect medical services for all players.

2.俱樂部發展結構具體要求

2.1 中超俱樂部:

(1)擁有一支一線隊、一支預備隊。

(2)下設至少5支不同年齡層次的青少年梯隊。

(3)五支不同年齡層次的青少年梯隊，分別為U19、U17、U15、U14、U13。

(4)每支球隊至少註冊球員18名，並且代表俱樂部參加各級不同的官方賽事。

(5)俱樂部的球員的註冊單位應為本俱樂部，而非其他俱樂部或法人。

(6)每支球隊都應有具體的訓練和發展計劃，相關的計劃應由專業人士進行管理和運行。

2.Club development structure Standards:

2.1 For China Super League clubs:

(1) Must have a first team and a reserve team.

(2) Must have at least 5 under teams of different ages.

(3) Five youth teams: U19, U17, U15, U14 and U13 respectively.

(4) Every team should register at least 18 players and represent the club to participate in various official competitions of different levels.

(5) The players must register to the club, not any other clubs or third party.

(6) Every team should have specific training and development plans, and the relevant plans should be managed and run by professionals.

2.2 中甲俱樂部:

(1)擁有一支一線隊、一支預備隊。

(2)下設至少5支不同年齡層次的青少年梯隊。

(3)五支不同年齡層次的青少年梯隊，分別為U19、U17、U15、U14、U13。

(4)每支球隊至少註冊球員18名，並且代表俱樂部參加各級不同的官方賽事。

(5)俱樂部的球員的註冊單位應為本俱樂部，而非其他俱樂部或法人。

(6)每支球隊都應有具體的訓練和發展計劃，相關的計劃應由專業人士進行管理和運行。

2.2 For China League One clubs:

(1) Must have a first team and a reserve team.

(2) Must have at least 5 under teams of different ages.

2.3 中乙的俱樂部:

(1)擁有一支一線隊，並且下設至少4支不同年齡層次的青少年梯隊。

(2)四支不同年齡層次的青少年梯隊，分別為U17、U15、U14、U13。

(3)每支球隊至少註冊球員18名，並且代表俱樂部參加各級不同的官方賽事。

(4)俱樂部的球員的註冊單位應為本俱樂部，而非其他俱樂部或法人。

(5)每支球隊都應有具體的訓練和發展計劃，相關的計劃應由專業人士進行管理和運行。

2.3 For China League Two clubs:

(1) Must have a first team and at least 4 under teams of different ages.

(2) Four youth teams: U17, U15, U14 and U13 respectively.

(3) Every team should register at least 18 players and represent the club to participate in various official competitions of different levels.

(4) The players must register to the club, not any other clubs or third party.

(5) Every team should have specific training and development plans, and the relevant plans should be managed and run by professionals.

俱樂部所屬的各支球隊應參加由中國足協和地方足協舉辦的官方賽事。

The teams belonging to the club should participate in the official events organized by the Chinese Football Association and the local football association.
