　　當前，一些官員、專家的話語和大眾的接受存在鴻溝。主要體現有四：一是形式主義。這些話語往往「打官腔，唱高調，搞形式」，具體表現為文山會海、八股文風、空喊口號、官話、套話、假話、空話、大話、廢話等。二是晦澀難懂。由於行政管理專業性和技術性不斷增強，很多政府文件運用了大量專業術語，導致普通公眾難以理解，比如財政預算信息。三是面對公共危機事件，一些地方政府部門的反應過於簡單粗暴。四是一些官員不負責任，不斷語出驚人，隱含著某些官員因權力驕縱而帶來的話語權濫用。

　　在一些官員話語面臨挑戰的同時，多重話語之間的互動也為行政改革帶來了新的機遇。當務之急在於建立一個更加開放、包容和對話的公共話語空間，兼容並包、消弭矛盾；恪守公共利益至上，真正做到「權為民所用、情為民所系、利為民所謀」；拋開「官話」，學說「民話」，「從群眾中來，到群眾中去」；按新聞規律辦事，增加事件處理的透明度和表態的時效性，以搶佔輿論主導權。
