4月14日的寫作大作文題目是環境類話題，是屬於老題目翻新的說法，大家要選取好分析的角度，否則也很容易寫離題。我採取的是雙邊的結構，政府應該讓個人負責當地環境的保護，但是政府也應該承擔相應的職責。

Governments should make people responsible for looking after their own local environment. To what extent do you agree or disagree?（5/5結構）

As economy is advancing by leaps and bounds, the ecosystem of the earth is getting from bad to worse at an astonishing rate(環境類開頭的固定句型). Under this circumstance, an absolute consensus can hardly be reached whether residents should take the responsibility for the protection of local environment under the guidance of the government. For my part, such responsibility should be shared by the authorities and individuals.

It goes beyond any doubt that（毫無疑問） each and every（每一個的強調用法） household produces a large amount of waste, most of which come from their daily life ,such as the packaging of various commodities. As a consequence, to some extent, it is people』s eco-unfriendly activities that make their surroundings deteriorated（惡化）. In this case, the behaviors of individuals need to be altered drastically and they should arouse their awareness of bearing the responsibility of preserving the environment. In addition, when local environment is improved, residents there are the first group who can be blessed with（享有） the benefits of such progress on the grounds that（因為） everyone is intimately bound up with（密不可分） ecological protection.

However, this does not automatically mean that people should fight against the pollution alone. After all, not all the pollutants are caused by individuals, which could be further illustrated with the example that（例如） some factories pursue economic benefits at the expense of（以---為代價） the environment like paper-making mills and chemical plants. Undoubtedly, the government should issue relevant laws and regulations（出台法律法規） to give heavy fine or crack down on（重罰或嚴厲打擊） those misconducts. Not to mention that（更不用說） the government as tax-collectors has the responsibility and obligation to guarantee its citizens』 fundamental requirements and place their life quality on the top agenda（放在首位）. Furthermore, it is the job of the authorities to enhance overall awareness of the public towards environmental protection by publicity and education（提高意識的固定說法）.

In a nutshell（綜上所述）, the government and residents should go hand in hand with each other（相輔相成） to shoulder the responsibility for looking after the local environment. In fact, the government should let the public realize that environmental preservation is everybody』s business. Otherwise, what seems to be everybody』s business would become nobody』s business.
