The restoration of old buildings in major cities in the world costs enormous government expenditure. This money should be used in new housing and road development. To what extent do you agree or disagree?

Some people argue that repairing old buildings costs the government too much money, and money should be used for new housing and road development. I also agree with this opinion.

Admittedly, some old buildings need to be restored because they are cultural legacies. For example, the Forbidden City and the Louvre are typical old buildings, and since some building materials may not be found or produced easily, governments of China and France need to allocate a lot of money to these sites』 restoration. However, since these old buildings represent human beings』 history and culture, if they were damaged, it would cause a great loss to human beings. Nevertheless, admitting the importance of old buildings is not assuming that new housing and road development can be neglected.

To begin with, new housing can accommodate more people. Due to limited technology in the past, many old buildings may have several storeys. However, modern buildings, especially skyscrapers, can allow a larger number of people to work or live. Therefore, since the human population continues to grow, building more new housing can function to tackle the housing problem while old buildings may not make use of space efficiently.

In addition, more citizens can directly benefit from road construction. It is acknowledged that road construction is a crucial part of public infrastructure, and if road conditions are improved, it means citizens may waste less time in traffic. Comparatively, if old buildings were repaired, the direct beneficiary is their owners, but not ordinary people. Therefore, since road construction can improve citizens』 quality of life more obviously, government expenditure should be used on it.

To sum up, considering a larger capacity of new housing and a wider range of beneficiaries of road construction, governments should spend more money on them, but not old buildings.
