with respect to 與 regarding 在用法上有什麼區別？

兩者使用方法基本相同，而且都是正式的用法；意思也基本相同，但是在語域上二者不同，with respect to主要用在法律英語，商業英語方面，

而且主要用在書面語上；而regarding的語域沒有那麼窄，沒有特定限制，主要用在書信語和口語上。基本上，在普通使用時，推薦以用regarding為主，類似的詞還有，with regard to（口語），concerning（口筆語），as for/ as to(口語）,about(口筆語）。

二者都可表示concerning something之意。

with respect to比較正式，經常用於商務文稿中。在英式英語中，還可以說in respect of，後者更加正式。

相比而言，regarding的正式程度略微低些，口語中也經常說。當然，同源的詞，更正式的用法還可以用with/in regard to，以及in this/that regard。

以上是基本理解。用法上還是觀察體會出一點細微區別。如下例句：

With respect to your inquiry, I enclose an explanatory leaflet.

He refused to divulge any information regarding the mans whereabouts.

實際上在使用中，前者多用於With respect to sth, + 主句這樣的結構。因為正式的文體中主句一般比較長，將該短語前置可以使句子比較平衡。通常可譯為：關於某事物/就某方面而言，+主句內容。

而後者多用於中心詞 + regarding sth這樣的結構。語義不會太複雜，一般可譯為關於...(sth)的...（中心詞）。

差別其實不大。外語不是母語，還是要多看多品味。

Regard is traditionally used in the singular in the phrase in regard (not in regards) to. In our 2004 survey, barely six percent of the Usage Panel accepted the phrase in regards to. Slightly more than half the Panel found the syntactically peculiar as regards acceptable in the sentence. These surveys show a high level of satisfaction with government policy among the elderly in the Scandinavian countries, especially as regards the medical services provided by the state.
Sixty-seven percent accepted in regard to in the same sentence. The phrase with respect to is also standard in this use. Many Panelists said that they would prefer regarding over the other prepositions in these situations. The similar prepositional use of respecting is controversial. In our 2009 survey, 55 percent rejected the example You must follow all regulations respecting the use of the park. This usage has a somewhat old-fashioned ring to it and probably should be avoided.

with respect to 常用於書面，regarding口頭書面都可以用，較靈活一些

沒有太大區別，兩者基本上可以互換。

with respect to: with reference to, in relation to. regarding: concerning 意義差不多，習慣說哪個而已，沒什麼原則性的大區別
