一般情況下，在哪國申請的簽證（無論申請人是何國籍），就由哪國的我國駐當地使領館負責審批簽發。

極少數不能確認的情況下，發回我國進行審核，但仍由當地簽發。

個別國家（甘比亞等）未與我國建交，國內無我使領館，這種情況下一般要到鄰國的我駐當地使領館辦理相關手續。
