看上下文和語氣，可以有多種不同的說法：

people / the few with vested interest(s)

beneficiary(ies) of the current / existing system / regime / program/...

those who stand to gain from ... / those who have much to gain from ... / those who have profited handsomely from ....

vested interest本身就有「既得利益者」的意思，英文媒體在表述這層意思的時候一般都採用的這個詞。

這兩處顯然應該被翻譯成「既得利益者」或「既得利益集團」而不是「既得利益」。

你非要強調是一個人的話就說somebody is a member of ... ，somebody is among the ...，someone who owns...之類的就好了。

The 1% 指代過於特殊，而且有很強的語義背景，雖然和「既得利益者」有語義上的交集，但是不推薦使用。用這個詞讓人首先聯想的是到西方社會中對財富不均的控訴，例如「佔領華爾街」運動，而不是對中國社會改革阻礙者的指代。

完全是兩個意思。

第一句看起來是要改革，第二句給人的感覺是要劫富濟貧，「打土豪，分田地」了。

其實也有很多其他的詞可以表達類似的意思。比如, interest group 利益集團，一般也就是「既得利益」集團。

我補充說一下vest。這個詞在美國的實際使用是比較中性的，比如公司員工的RSU，受（lao）限（ban）股（hua）票（de）單（da）位（bing），在兌現的時候也是用vest，這可是員工的血汗錢。所以用vested interest是不能表達「既得利益者」這個單詞的感情色彩。因為vested interest只表達已經兌現的利益，但這個利益是完全沒有色彩的。

英文有 vest一字，作動詞的意思是「賦與」，例如： The power of levying taxes is vested in the government（政府獲授權徵稅）。 Vested作形容詞，就是「（權利等）已獲賦予的或既有的」，例如： He has a vested right to the house his parents have left behind（繼承他父母遺下的房子，是他固有的權利）。

「既得利益」即 vested interest，是英文的直譯， interest多用單數形式，例如： Those with a vested interest in property development should not be nominated to the Urban Planning Committee（地產開發業的既得利益者，不應被委任為城市規劃委員會成員）。複數形式的 vested interests可以指「既得利益集團」，例如： Vested interests in the hotel industry are vocal in their opposition to the construction of more hotels（旅館業的既得利益集團大聲反對興建多些旅館）。
