世上未有不衰之帝國，不落之太陽，不墮之榮光

英國公投脫歐了。

英鎊暴跌了。

世界人民震動了。

卡梅倫首相辭職了。

世界大勢，昨天大家都討論完了。

過去這一天，我就剩兩個樂子。

第一個，是看卡梅倫首相的辭職報告。

真是好。從頭到尾，都忍不住流露這表情。

而且，許多話裡帶刺。

我擅自代他腦補了下，把他話里話外的意思，理一理。

我自己懶得逐字逐句翻了，中文版翻譯是找的騰訊新聞的，有幾個地方他們翻得不大對，我略改了改。沒法全改，但大概意思在。

懂英文的諸位，自然不必我畫蛇添足。

Good morning everyone, the country has just taken part in a giant democratic exercise, perhaps the biggest in our history.

大家早上好。

英國人民剛參加了一場巨大的民主活動，或許是我國歷史上最大的一場。

（潛台詞：鬧得挺大啊你們這回。）

Over 33 million people from England, Scotland, Wales, Northern Ireland and Gibraltar have all had their say.We should be proud of the fact that in these islands we trust the people for these big decisions.

來自英格蘭、蘇格蘭、威爾士、北愛爾蘭和直布羅陀超過3300萬人都得以發出了自己的聲音。

我們在巨大決策上信任了諸島的人民，我們該為這事實感到自豪。

We not only have a parliamentary democracy, but on questions about the arrangements for how weve governed there are times when it is right to ask the people themselves and that is what we have done.

我們不僅有議會的民主，並且在如何治理國家之類措施上也聽取民眾意見。總有這樣一些時候，我們讓人民自己自己做出決定，這就是我們所做的。

The British people have voted to leave the European Union and their will must be respected.

英國人民投票決定，英國脫離歐盟。人民的意願必須得到尊重。

（為啥我要說好幾遍人民的意願要尊重？因為老子真是氣不忿啊，氣不忿的還不止我一個呢。這就好比我老婆要買衣服，我不樂意也只好說「你喜歡就買咯」。）

I want to thank everyone who took part in the campaign on my side of the argument, including all those who put aside party differences to speak in what they believe was the national interest and let me congratulate all those who took part in the Leave campaign for the spirited and passionate case that they made.

我想要感謝在這次公投當中站在我這邊的人們，其中有些人他們拋棄了黨派紛爭、只表達他們所認同的國際利益。我也想祝賀在公投當中投「脫歐」的人們，因為你們擁有這樣一種精神和激情。

The will of the British people is an instruction that must be delivered.

英國人民的意願必須得到表達。

（重複一遍，就和上文的所謂「必須被尊重」一樣。其實老子多不甘願你們知道嗎？）

It was not a decision that was taken lightly, not least because so many things were said by so many different organisations about the significance of this decision.

So there can be no doubt about the result.

這不是一個能輕而易舉就做出的決定，起碼有許多不同的聲音都在表達這一決定有多麼重要。因此這個決定毋庸置疑。

（老子都參加過辯論了，跟你們陳述利害許多次，說過這決定有多重要了，結果還是這個鬼樣子！）

Across the world people have been watching the choice that Britain has made.

全世界的人民都在關注著英國所做的選擇。

（你們知道你們的決定關係到全世界嗎？）

I would reassure those markets and investors that Britains economy is fundamentally strong and I would also reassure Britons living in European countries and European citizens living here there will be no immediate changes in your circumstances.

我想請那些市場和投資者方向，英國的經濟從根本來說還是很強大的，我也想讓住在歐洲其他國家的英國人和住在英國的其他歐洲國家的人們放心，不會立即發生什麼變化的。

（看，都需要我去哄投資者說英國經濟強大健康了，意味著什麼想想吧！還有，什麼叫「不會立即發生變化」，意思是將來遲早會發生變化！快跑路吧你們！）

There will be no initial change in the way our people can travel, in the way our goods can move or the way our services can be sold.

不管是英國人旅遊出行、商品流動還是我們出售自己的服務，都不會發生大變化。

（說是不會大變化，但還是會有變化的。你們等著自食惡果吧！）

We must now prepare for a negotiation with the European Union. This will need to involve the full engagement of the Scottish, Welsh and Northern Ireland governments to ensure that the interests of all parts of our United Kingdom are protected and advanced. But above all this will require strong, determined and committed leadership.

現在，我們必須準備好與歐盟進行談判。這就需要蘇格蘭、威爾士和北愛爾蘭政府都參與到其中來，以此確保聯合王國各方的利益都能得到保護，並得到提升。總之，所有的這一切都需要強大、堅定而有所承擔的領導。

Im very proud and very honoured to have been Prime Minister of this country for six years.

I believe weve made great steps, with more people in work than ever before in our history, with reforms to welfare and education, increasing peoples life chances, building a bigger and stronger society, keeping our promises to the poorest people in the world and enabling those who love each other to get married whatever their sexuality, but above all restoring Britains economic strength.

And Im grateful to everyone whos helped to make that happen. I have also always believed that we have to confront big decisions, not duck them.

我非常自豪、也非常榮幸能夠在這六年中擔任英國的首相。我們採取了一些重大措施，更多的人都有自己的工作，這在歷史上是前所未有的。我們進行了福利和教育改革，讓人們擁有更多的生活機會，我們的社會更加強大，我們守住了對世界上最貧窮的人們的承諾。還讓相愛的人們能夠結婚，不管他們的性別如何。以上這些措施都重振了英國的經濟實力，我非常感謝為此提供了幫助的所有人。

That is why we delivered the first coalition government in 70 years, to bring our economy back from the brink.

Its why we delivered a fair, legal and decisive referendum in Scotland. And its why I made the pledge to renegotiate Britains position in the European Union and to hold the referendum on our membership and have carried those things out.

I fought this campaign in the only way I know how, which is to say directly and passionately what I think and feel - head, heart and soul.

我也一直相信，我們必須要直面這些重大的決定，而不要躲避。這是所以我們七十年來第一次要建立聯合政府的原因，以此把我們的經濟從懸崖邊上拉回來。這就是我們公平、合法且具有決定意義的蘇格蘭公投的原因，也是我懇求大家再三商議英國在歐盟中地位的原因。因此，我們舉行這一次公投，也就有了我們所發生的事情（指公投）。

I held nothing back, I was absolutely clear about my belief that Britain is stronger, safer and better off inside the European Union and I made clear the referendum was about this and this alone - not the future of any single politician including myself.

我不想有所保留，這是我唯一的看法，也是我發自真心的最為直白的看法。我沒辦法挽回什麼，但我很明確我自己的觀點，我仍舊堅持自己的看法，即英國留在歐盟會更強大，也更安全。這只是對這次公投的看法，並不包括對未來任何一位政治家的看法。

（老子根本不是為了自己的前途，就單純覺得這次投票結果不靠譜！你們這幫笨蛋！）

But the British people have made a very clear decision to take a different path and as such I think the country requires fresh leadership to take it in this direction.

I will do everything I can as Prime Minister to steady the ship over the coming weeks and months but I do not think it would be right for me to try to be the captain that steers our country to its next destination.

但英國人民已經做出了明確決定，他們與我的道路不同。因此我認為在這一道路上，英國需要一位新的領導者。作為首相，在接下來幾周、幾個月內我會盡自己所能保持穩定，但我覺得我不適合再繼續為英國這艘船掌舵了，因為它將駛向下一站。

This is not a decision Ive taken lightly but I do believe its in the national interest to have a period of stability and then the new leadership required.

There is no need for a precise timetable today but in my view we should aim to have a new prime minister in place by the start of the Conservative Party conference in October.

Delivering stability will be important and I will continue in post as Prime Minister with my Cabinet for the next three months.

The Cabinet will meet on Monday, the Governor of the Bank of England is making a statement about the steps that the Bank and the Treasury are taking to reassure financial markets.

做這個決定並不容易，但我覺得擁有一段下一任首相需要的穩定期是符合國家利益的。今天我們不需要一個精確的時間表，但我認為到10月份保守黨會議開始之時新的首相應該要上台了。保持穩定很重要，在接下來三個月當中，作為首相，我和我的內閣將會維持英國的穩定。周一內閣會進行會面，英格蘭銀行行長會闡述其措施，以此安撫金融市場 。

We will also continue taking forward the important legislation that we set before Parliament in the Queens Speech.

And I have spoken to Her Majesty the Queen this morning to advise her of the steps that I am taking.

A negotiation with the European Union will need to begin under a new prime minister and I think its right that this new prime minister takes the decision about when to trigger Article 50 and start the formal and legal process of leaving the EU.

我們還會繼續推進重要的立法，那是在女王的演講中、在議會中達成的。今天早上我已經與女王交談過，告訴她我正在進行的一些步驟。新一任首相需要與歐盟開啟談判，我認為新首相改決定恰當的時機：何時啟動第50條、何時開始正規合法地退出歐盟。

I will attend the European Council next week to explain the decision the British people have taken and my own decision.

The British people have made a choice, that not only needs to be respected but those on the losing side of the argument - myself included - should help to make it work.

我會出席下周的歐洲議會，解釋英國人民做出的決定以及我自己的決定。英國人民做出了選擇。這一決定不僅需要得到尊重，包括我在內的「留歐」的人們也應該幫助他們實現這一決定。

Britain is a special country - we have so many great advantages – a parliamentary democracy where we resolve great issues about our future through peaceful debate, a great trading nation with our science and arts, our engineering and our creativity, respected the world over.

And while we are not perfect I do believe we can be a model for the multi-racial, multi-faith democracy, that people can come and make a contribution and rise to the very highest that their talent allows.

英國是個特別的國家。我們有這麼多偉大的優勢。我們有議會制民主，可以通過和平的辯論的方式解決未來一些重大的事項。我們這個民族的貿易很偉大，全世界都尊敬我們的科學、藝術、工程學以及我們的創造力。儘管我們並不完美，但我堅信，我們會成為一個多種族、多種信仰交織的典範，在我們的國家人們都能夠做出自己的貢獻，並且最大限度的發揮自己的聰明才智，到達與其相應的位置。

Although leaving Europe was not the path I recommended, I am the first to praise our incredible strengths.

I said before that Britain can survive outside the European Union and indeed that we could find a way.

Now the decision has been made to leave, we need to find the best way and I will do everything I can to help.

I love this country and I feel honoured to have served it and I will do everything I can in future to help this great country succeed.

儘管我不贊同退出歐盟，我首先要先讚揚我們這種驚人的力量。之前我也說過，退出歐盟英國也能存活，實際上我們可以找到一個辦法。現在，決定是退出歐盟，我們需要找到最好的辦法。我會竭盡所能來提供幫助。我愛英國，能為英國服務我深感榮幸，未來我也會竭盡所能為這個偉大國家的成功出一份力。謝謝大家。

哦對了。免得被人誤會，多說幾句：雖然吐槽這次公投，但我還沒因噎廢食到不想要選票。

我個人的偏好，是代議制=間接民主制。

這次公投=公民投票=直接民主制。結果大家也看到了。當然體現了英國人民的精神和激情，但但也多少有些民粹氣。當然，畢竟老牌國家，講規矩。卡梅倫雖然滿腔不爽，但好歹是程序正義了。

我國互聯網上，已經有些位借著這一個直接民主制的結果，順手抹黑民主制度（連代議制這樣的間接民主制一起黑）的，連帶嚷嚷不要給民眾選票。

這類人，我也不知道，是真的分不清直接民主制和間接民主制寧可放棄自己權益呢，還是乘機裝傻。

我的第二個樂子，是聽了一上午《Land of Hope and Glory》。

聽過的諸位一定知道，這首歌浩瀚宏偉，是英國實際上的第二國歌。

最著名的一段：

Land of Hope and Glory, Mother of the Free,

How shall we extol thee, who are born of thee?

Wider still and wider shall thy bounds be set;

God, who made thee mighty, make thee mightier yet,

God, who made thee mighty, make thee mightier yet.

這是1902年作詞的了。當時的英國，佔有的海外殖民地，數千萬平方公里，統領半個地球。

如今呢？我們知道了。

114年過去。他們又一次孤懸海外了。倒不是說英國脫歐會就此衰落，只是轉了一圈，他們又變成了一個真正的島國。也沒有全世界的殖民地，向女王朝拜了。

身為旁觀者，看到這幕歷史大戲，我只是想到這段歌詞。

I used to rule the world

Seas would rise when I gave the word

Now in the morning I sleep alone

Sweep the streets I used to own

這段歌詞，想必盡人皆知，不必我說出處。

揭竿而起者是民眾也好，是各方勢力也好，反正將歷史拉長來看，城頭變換大王旗，那是一定的。

我們所步到之處，便是歷史。

世上未有興而不衰之帝國，不落之太陽，不墮之榮光。
