Yes, many English speakers enjoy living in Hong Kong.

No one can force others to speak in Cantonese.

Neither Cantonese, Putonghua nor English are official spoken language of Hong Kong. Actually, there is no official spoken language per se. You can even speak any language in the court and the court needs to provide translator. Only the written form of Chinese and English are official languages of Hong Kong.

One exception is that, legislative councilors can only deliver their speech in council with either Cantonese, Putonghua or English [1].

可以,但會有點不方便。一般來說,街頭小茶餐廳服務生的英語水平都很一般,你對著菜單點菜沒問題,但如果有更多細節疑問想得到解釋可能就有些困難。街頭問路遇到英語溝通不暢的幾率也不小。學點日常粵語對於提高生活順滑度會很有幫助。
