It was described in the prologue of LotR that "It is plain indeed that in spite of later estrangement Hobbits are relatives of ours: far nearer and to us than Elves, or even than Dwarves".

We can infer from the text that Hobbits are NOT human beings. It is just that they are our relatives, which means we have the very same ancestor.

Hobbits themselves do not admit they are Men, for they call us "the Big Folk" and stay away from us. The difference between Men and Hobbits is more than that between Anglo-Saxon and Indian, yet less than that between human and ape. It is, anyhow, just fantasy; and alas! don"t puzzle too much.

霍比特人是人類的近親，但托爾金從來沒有明確描述過霍比特人的起源。但他說我們和霍比特人的親緣關係比和精靈更近。
鑒於在這個世界觀里精靈和人類之間沒有生殖隔離（其實相當不合理……），那麼我估計（書中沒有這種案例）人類和霍比特人之間也沒有，這樣的話，我猜大約霍比特人是人類的一個……亞種。
