There are some slight differences in connotations of each letter ending. I"ll order them in increasing formality.

Very personal. Used between lovers, family and close friends.

Cheers

Business casual or formal. You would use this if the recipient is someone you haven"t met in real life.

按照她的說法是--a scientific study of my email inbox; from a sample of emails received between Aug 2007 and Oct 2007。

樣本是1個人的郵箱（她自己），時間跨度是3個月，具體方法也沒有講明。這樣的結論的可信度是要大打折扣的。

這樣是為什麼比如sincerely會在表裡出現三次。樣本太小的緣故。

至於答案，我比較認同 @Brian 的。

個人見解，其實郵件的結尾只能做大概的分級，在細微程度的劃分上，因人而異。

除了幾位答主提到的語氣不同，還有諸位都沒提到一點，英文比較正式信或者是商業信件中yours faithfully 和yours sincerely跟開頭稱呼是有固定搭配的。(感謝@文鷓鴣指正拼寫)

英文書信結尾通常會加上"Yours faithfully" 、"Yours sincerely"或者「Best regards」. 這些詞的使用區別如下:

謝謝小夏同學邀請。對於sincerely ,best wishes/regards一般都會用到這個，個人認為對於與剛認識的人交流落款寫成這個還是很正式，很普遍，也很管用。

上面的那個表格確實比較虎，但是頂多是參考了。考慮到語用中的語態帶來的語義位移影響，實際操作並沒有那個表格那樣嚴苛。
熟悉不熟悉的那個指標個人認為不怎麼靠譜。對中國人有用的劃分是，你表示的是，我給你跪了，還是你給我跪下，還是我們都跪下，還是我們都站著。這個思路不解決，用好用不好，地道不地道且放在一邊，我們使用英語作為第二語言的孩紙，絕對蒙圈。這是第一語言和第二語言使用的自然屬性導致的，不服不行。
要表示我至少沒跪下的，就是那堆regards， all the best之類；表示我反正跪下了的，是那堆thanks（這裡說到many thanks的用法，英國人我給你跪了就是這個「多謝」，常見某學生的39.5變成40的時候）；表示你差不多跪一個的Sincerely需要考慮場合（你收到的起訴書往往是sincerely結尾的）。
這個要說的是社會關係。
額外的cheers是怎麼個意思。看了樓上所謂澳洲人喜歡cheers和美國人的best regards之類的思路，我覺得不是很有意義。首先，語言是在特定情境下的situational judgement，不基於情境的判斷都是邏輯是靠不住的。其次按照國別分析會陷入一個問題——主要到你談到的是兩個移民國家，移民國家的特點就是都不是本地人。據我所知，每年英國移民澳洲8萬人，是全市最主要的澳大利亞人口輸入來源。Cheers這個故事表示的是，原自英國的，有錢移民澳洲還要自己做生意的跟你一個中國人發信件的時候，用了Cheers。
Cheers的意思是無比放鬆的告訴你，爺這輩子也沒有給你跪的機會，看見你，安全感爆棚。
說到這，就是，其實所有的敬語，其實本質上是沒有什麼過多的字面意思的。它們只是在表述信件溝通的兩群人（包括法人）之間的關係。
所以，涉及到應用，那麼以我自己的經歷，信件分兩種，即可分類。一種信件起到告知作用，另一種需要採取行動。告知類信件無論是誰發起，雙方按照信息流上下級關係選擇跪不跪。採取行動按照命令流關係選擇跪還是不跪。
大概就靠譜了。一個詞兒而已。他們都知道中國現在用的漢語很粗鄙，很少有敬辭的問題，所以搞不懂其他語言的禮節很正常啊。誰讓我們早就不是禮儀之邦了呢。

以下我只描述使用的場合，不解釋具體單詞意思（自己查字典嘛~）

Sincerely表示真誠，比如你表達xxx意願，完了就可以用這個

基本可以依據以上，再根據具體信件裡面講什麼而對應著用。也可以根據對方怎麼用而對應著用，畢竟不同環境下不排除會有不同習慣。

Cheers: 就是"thanks or thank you" 的一種informal形勢，一般用於特別好的朋友之間，如果你給你的上級寫郵件，千萬別用這個詞。

Best wishes 和 kind regards, 一般沒有什麼太大區別，可以交替使用，當然你要給別人寫聖誕新年賀卡，最好用best wishes.

Your sincerely, 主要用於求職和辭職一類的正式信件，還有就是你在不認識的前提下，也要用。在your sincerely下要有你的親筆簽名、親筆簽名、親筆簽名，重要的說三遍。

英式英語：隨意親近的表示通常用Cheers；正式書信中，Best regards常見但偏商業化（香港人不管幹什麼都喜歡用BR），而在standard British English中，若信件開頭為Dear Sir/Madam, Dear Manager此類未特指對方姓名的稱呼，則用Yours faithfully結尾，若開頭稱呼有具體指稱對方姓名，則用Yours sincerely。
如果雙方實在夠熟悉，或短時間多次電郵往來，為了省事也可直接署名。

至於best wishes，老實講現實生活中我還未遇到過。好像小學初中學寫英文賀卡的時候蠻常用。

在英國，工作中基本上都是kind regards, 有時候best regards, 無他。。。

If you start with "Dear Mr.", should end with "Your sincerely"
If start with "Dear all/nickname", should end with "Best wishes/Best regards".

個人經驗，在商業信函中，或者說在郵件中，
1. 第一次聯繫，推銷，建立業務關係，通常用sincerely, (Yours sincerely=I"m sincerely yours). 學校學的外貿商業函電中比較正式的這種。
2. 建立關係後，業務夥伴來往直接降為 best regards, 甚至直接br. 歐洲客戶特別喜歡這樣，美國人則隨意的多。甚至不用br, 直接收尾。
3. 沒有見過cheers.
4. thanks一般只用過thanks for your cooperation in advance 或者最後再次致謝。個人不喜歡用br, 經常順手thanks/xxxx. 也沒啥問題。
5. best wishes 過年，聖誕等私人場合用過，平時還是br.,

一句話，br打天下。

其實最通用、最全能的就是一句「live long and prosper」 ╮(╯▽╰)╭可用在任何場合
